وقع الرئيس القمري يوم الثلاثاء قرار عفو شامل أو جزئي لـ 21 شخصا محكومين أمام محكمة أمن الدولة في جرائم ضد الدولة أو ضد رئيس الجمهورية
وقد جاء القرار الرئاسي رقم 19-055/pr الصادر في الـ 28 من مايو 2019 ليمنح عفوا جزئيا لمن حكم عليهم بالسجن المؤبد لتتحول عقوبتهم إلى 20 سنة سجن ومن كانت فترة عقوبتهم 20 أو أقل يمنحون عفوا شاملا
وقد نشر القرار اليوم على صفحة قصر بيت السلام الرئاسي وقد جاء في النشرة الصحفية أن هذا العفو يأتي في إطار إجراءات المصالحة السياسية التي يهدف إليها رئيس الجمهورية ضمن الصلاحيات التي يمنحه إياها الدستور في المادة 54 ( ينص في فقراتها أن للرئيس حق منح العفو )
والأشخاص التي تم عفوهم كليا أو جزئيا كان قد حكم عليهم في جنايات أو جنح ضد أمن الدولة، وقد تورط هؤلاء بشكل أو بآخر في محاولة القضاء على رئيس الدولة في مطار بندر سلامة في جزيرة موهيلي أو في محاولة اغتيال نائب الرئيس مستدران في جزيرة أنجوان أو أيضا في الهجوم ضد المجند في قوات الدرك والذي تم بتر يده، حسب ما جاء في البيان
وأضاف أن الرئيس قد اختار شهر رمضان المبارك شهر الرحمة والعفو وبقدوم عيد الفطر المبارك ليمنح هذ العفو الرئاسي، وفي هذه المناسبة يتوجه رئيس الجمهورية إلى كل القمريين والقمريات الذين لجئوا للخارج بسبب تهديدات مفترضة أو بسبب الخوف من الملاحقة القضائية بأن أمن كل واحد منهم مضمون وذلك وفق البيان
ومن ضمن من شملهم العفو الشامل السياسي والأمين العام لحزب جووا حسن البروان الذي كان قد نقل إلى المستشفى في وقت سابق بسبب ما قيل أنه تدهور في صحته
وشمل العفو الجزئي أربعة أشخاص اتهموا في محاولة انقلاب على الحكم من ضمنهم المحامي باحسن أحمد سعيد شقيق جعفر سيد أحمد نائب الرئيس السابق المنشق عن سياسة الرئيس عثمان غزالي
